CMA Regulation

The Capital Market Authority (CMA) is a governmental regulatory organization in charge of supervising and licensing securities issuers, insurance companies, Forex brokerage firms, financial service providers, investors, and the like in all of the United Arab Emirates, including the Dubai Financial Market as well as the Abu Dhabi Securities Exchange. However, the financial markets of the Free Economic Zones and the Dubai International Financial Center fall under the autonomous supervision of bodies such as the DIFC Courts. CMA used to operate under the title of the Securities and Commodities Authority (based on the Federal Decree No. 4 of 2000) up until January 1st of, 2026, which was then renamed to its current title, i.e., the Capital Market Authority (based on the Federal Laws No. 32 & No. 33 of 2025).

Moreover, as an active member of the International Organization of Securities Commissions (IOSCO), this authority provides all the necessary laws, regulations, and frameworks for a transparent and safe market environment in the UAE for all of its participants. In this way, investors can rest assured that their rights will be protected in accordance with the local and international laws and regulations regarding such markets.

CMA also sees to it that every participant in its regulated markets experiences total fairness concerning dealing practices and awareness in terms of having access to the required laws, regulations, and important regulatory decisions. To keep the markets as up to date and as productive as possible, this regulatory body goes out of its way not only to develop the legislative structure of said markets but also to promote controls and criteria that could further increase trust in the guidelines set by the organization. One such measure that plays a key role in the accomplishment of CMA’s objectives and duties is to combat illegal financial activities such as money laundering by implementing important regulations like the Federal Decree-Law No. (20) of 2018 on Anti-Money Laundering and CMA Board of Directors’ Decision No. (21) of 2019 concerning procedures for AML and combating the financing of terrorism and illegal organizations, to name just a few. CMA also adheres to international standards such as the Financial Action Task Force (FATF) for a more comprehensive approach when it comes to its resolute posture to minimizing risks and safeguarding the markets in every aspect imaginable.

CMA Responsibilities

To keep the markets’ atmosphere inviting, safe, and competitive for all the aspiring participants, CMA ensures investors’ rights, transparency of the regulations, as well as efficiency of its regulated markets by promoting fair financial transactions using the latest methods and technologies at its disposal. Furthermore, the Capital Market Authority oversees all the activities of regulated companies to minimize the risks involved in the financial markets. What’s more, CMA legislates the required laws and regulations, provides licenses to companies and firms, and then proceeds to supervise their business conduct to make sure that they abide by all the rules and frameworks set forth by the agency. Therefore, no rule-breaking will go undetected and will be dealt with accordingly.
